The real story here seems to be that the Board of Finance was unable to agree and actually becameRead More "deadlocked Thursday night". In other words the Board of Finance dropped back and punted, allowing the First Selectman to do an end-around with the mill rate percentage increase to favor his own image in an election year, in my opinion. When actual (or approved, budgeted) spending of real dollars exceeds the capacity of the mil rate that has been set, then the resulting gap becomes one primarily of credibility, or, of transparency, to use Mr. Tesoro's word for it. While it is indeed possible to dress up something to look good in an election campaign, it may still smell bad if you get too close, you know, and take a look at the details.
