Monique Tabiltha Garofalo, 30, of Clifton Ave., Ansonia, is charged with risk of injury to a minor and sixth-degree larceny.
Police said Garofalo took a $50 phone from Target on Hawley Lane in Trumbull while two minors were with her. One of the minors was also charged with sixth-degree larceny.
Garofalo's bond was set at $1,000 for an appearance in Bridgeport Superior Court.
