According to a report in the CT Post, FBI investigators are scrutinizing the bidding and contract negotiations between the Town and Bridgeport-based Mark IV Construction, the original low bidder for the project.

Mark IV reportedly submitted a significantly lower estimate when the project was put out to bid in 2007, however the company ended up requesting numerous change orders during the construction process, which the Town approved, resulting in the final price tag jumping to about $20.7 million — almost as much as the original high bidder.

Meanwhile the for $18 million to recover operational costs, remediation and repair of defect costs; as well as to recoup $464,000 in overpayments and consultant and attorneys' costs, the report states. What's more, Mark IV owner Manuel Moutinho has reportedly filed a countersuit against the Town for defamation.

I read the article In the ct post yesterday and laughed at Mr.Shapiros comments.He starts off on how no one complained about the sewer project until Herbst ran for office. No kidding, based on what's being aledged who was going to complain? Then continues on saying the F.B.I has investigated this for a long time and has nothing to show for. Apparently he's the only one in America that doesn't know it takes years for the F.B.I to put a case like this together. Then Sahpiro finishes with "Herbst has a personal grudge with Mr.Motinho." His grudge is people robbing the town. After all that being said, I get it, he and Baldwin are buddies.

This is Herbst's third year in office. Baldwin is long gone. What has Herbst done to fix the situation? This is his problem now, and the horrendous state of the roads in North Nichols for the past several years has been allowed to continue under his watch. Just fix it already.

Exactly. Who else would be responsible for fixing it? Let's face it, the situation is far worse now than it was when Baldwin left office. (P.S Glad to see the Herbst cabal is still impugning Ray Baldwin's character with absolutely no evidence. Keep it up!)

That's an interesting comment. I think it's obvious that people like you and dave wilsoon are the ones who are bitter. You apparently have nothing to fall back on besides making personal attacks on commenters who don't agree with you. And holding on to all that bitterness towards Ray Baldwin can't be good for you. BTW, I did not say that Herbst blamed Baldwin.
