According to a report in the CT Post, FBI investigators are scrutinizing the bidding and contract negotiations between the Town and Bridgeport-based Mark IV Construction, the original low bidder for the project.

Mark IV reportedly submitted a significantly lower estimate when the project was put out to bid in 2007, however the company ended up requesting numerous change orders during the construction process, which the Town approved, resulting in the final price tag jumping to about $20.7 million — almost as much as the original high bidder.

Meanwhile the for $18 million to recover operational costs, remediation and repair of defect costs; as well as to recoup $464,000 in overpayments and consultant and attorneys' costs, the report states. What's more, Mark IV owner Manuel Moutinho has reportedly filed a countersuit against the Town for defamation.
